Below is the latest communication received from the Toronto Transportation Services in response to a letter from Menashe Waxman (a Tranby resident) asking to explain the city's official position on why the ingress and egress cannot be via Avenue Rd:

Hello Menashe,The City's Access Design Guidelines, along with good engineering, urban design, and planning policy, suggest that the proposed access for a site located on the corner of a major and local road should be taken from the local road. There are exceptions to this guideline, obviously, but this site is not one of them. There's no law governing the matter, but I can't in good faith recommend an access located on Avenue Road. (The site you mention up the street [151 Avenue, I believe) does not have frontage on any other street, so access was permitted on Avenue; had that building extended all the way to Davenport, it still may have been challenging to put the driveway on Davenport because of its proximity to the signal at Avenue/Davenport. That's just one example, but that’s the thinking that goes into it.)There will be impact to Tranby with this new driveway (the report submitted says these impacts will be modest, and I can't disagree with that assessment), but the City and Transportation Services' goal is to provide a proper public laneway connection between Tranby and Bernard to facilitate access and circulation for this proposal and a likely eventual proposal to the north. This will allow for all servicing activity to take place within or adjacent to this laneway, and provide an unbroken street frontage along Avenue Road. This is the kind of scenario we see quite often for full block build-outs fronting on major streets and where possible, it is the kind of access scenario we try to engineer. Whatever conflicts and/or safety concerns that may occur on Tranby as a result of this configuration (which will be designed as best as possible to minimize risk), there will be far more along Avenue, due to the concentration of vehicles, pedestrians, and cyclists along that corridor (now and in the future) and the vehicular speeds along the corridor. If/when we eventually re-design Avenue Road, there is an opportunity to create larger boulevards, improved sidewalks, cycle lanes, etc. – but this will be hugely negatively impacted if we have to carve a driveway through the block for this site. (To say nothing of what it does to the layout of the building itself, the potential retail frontages here, and the desire for some heritage retention.)It should also be noted that we are currently working with the applicant (as was discussed at the previously meeting) to potentially create a two-way section of Tranby between the site driveway and Avenue Road to allow for vehicles entering and exiting the proposed site to come and go from Avenue Road, rather than be forced via the one-way nature of Tranby to drive through the neighbourhood. This will have some impact on the on-street parking supply at the eastern segment of Tranby, near Avenue, within the frontage of the site, but we have yet to see a full design of this for review.I hope that addresses some of your questions and concerns with regards to this subject proposal.
